The HRA health reimbursement plan provides each enrollee with a pre-loaded and pre-activated debit card that can be used to pay for medical expenses, emergency medical services and any procedure that satisfies the deductible of the Kaiser Plan only. Employees who qualify for the Gold Benefit Level of the HRA may also use their HRA Plan to pay for co-payments and co-insurance of the Kaiser Plan.
